The Victorian Building Commission has introduced new rules to control owner building. You now have to apply for permission to be an owner builder. Until now you could apply for a building permit as an owner builder "as of right."
You can read about the new rules and requirements at www.buildingcommission.com.au and download an information kit in PDF format.
Don't be put off by the Commission's over-emphasis of dangers and responsibilities involved with owner building. Anyone can do it, and save substantial money -- be it on a new home or an extension.
The Commission is trying to frighten people out of owner building and into the arms of its commercial building mates. You can read my take on the changes at www.byohouse.com.au/dodgy.htm
Good luck,
Murray Johnson
