Can anyone tell me what the process is for the building permit when they check the flooring after it has been completed

Also does the engineer get involved at that process

Probably need to clarify your question a little so you get the info. you are after....but I'll try...

To answer the second bit first, once you have paid your Engineer whilst getting the plans drawn in preperation for the building permit, you will never see them again (unless there are major problems and you specifically pay to get them out). They specify how the building should be built, then it is up to the building inspector to ensure it matches the plans that the Engineer has specified.

From your previous post, I assume you are asking if they check your stumps? In your permit, it should specify that you have a footings inspection and a frame inspection.

At the footings inspection the building inspector (council bloke or private) checks the holes and hole spacing you have dug for your stumps. Since you have changed the position of your holes, he may notice and decide if they are OK or if he wants to get the changes ok'ed by the Engineer. You would have to pay for another report from the Engineer, so hopefully he thinks they are OK and you won't have the extra cost. If you have had this inspection done already, your home free!

At the frame inspection the building inspector will look at the completed frame, from top roofing frame to bottom flooring frame, they shouldn't care about your footings/post spacing.
